Windwalk Upgrade Quest not available?

I rolled a Gunslinger and rushed it to level 50, after finishing the main story line and a bit of the Hongmoon School story line I decided to get off my butt and upgrade Windwalking but for the life of me can't get started. I thought the first quest automatically came in a letter when you hit the right spot in the story line but I checked and can't find it.

 

Does something else trigger the rest or is something bugged? I can do the basic Windwalk and Glide but can't Water Dash, Air Dash, Dive, Surge, Vault, or Wall Dash and it's starting to get annoying lol.

If i remember correctly, the water walking quest was at an npc in Jadestone villiage, at the first houses right at the lake when you enter it. you should get letters from there i think...

Well, that worked. I'm getting the quests now. Thanks a ton. Sorry for taking so long to reply, game kept crashing every time I talked to him lol. The guy you talk to has a purple marker instead of the usual blue and all letters are marked purple as well. For anyone else having a problem with their brain working right like me lol.
