Low fps and freezes

Hi. My specs are. Gtx 1070 i7 7700hq 16gb of ram and 256ssd M. 2. All runs cool with no thermal throttling. I have very bad fps in fighting ing scenes (0-30). In 24 man raid its just hell..... Can i solve it? Thank you. 

I tried performance mode, alt+enter, nvidia gpu only, ( i have same fps lag with max and low settings). I cant play with 10 fps average.... Thank you
