That's not server problem, It's your ISP problem, if it was server sided problem, everyone would feel it. Same like if someone DDoS a server, everyone will feel it. 

Don't blame game for lacking on knowledge. 

Never had EU go over 180 MS. 90% of the time is on 76-98

And to be fair, those ~90 ms (the ingame shown ping) is the ping to the login servers, located in USA. The ping to the game servers is significantly lower.

Ping Shown in-game is the proccesed ping.
In-Game it doesn't show your real ping. but the latency of skills you are using
Your Client sends data to the server, the server Recieves the packets has to
process them for example you enter combat, You used 
your skill. what skill you used. ect ect ect. so it's affected not only by your 
connection but also the speed with which the server will process and sync all of the data
Task manager/CMD for example it's lower, because it's only a small package which only needs 
minimal Processing.

Download Program called Ping Plotter Run it for at least 30mins to 1hour. if you review the results of Ping Plotter, you should see solid red bars (lines) throughout the test. Each of these red lines is a spot where the connection just, well stopped. Either not enough information could be received or it wasn't sent. So if your connection is suffering from packet loss. If you are not familiar with this term, it simply means the loss of data while in transit from point A (your computer) to point B (their servers).
Your best bet would be contact your Internet Service Provider for assistance. I would highly recommend sending them the results of your Ping Plotter test so they can visually see the issue you are suffering from.
