can i still get infernal horns from achievement vendor?

i really really really want the horns from the achievement vendor Kiyeon , is it still possible, i saw a video once but the horns were not on the list. and how much is it

I'm pretty sure we NEVER had the infernal horns available from the achievement vendor. Nothing has been removed, so if they're not there now, then they were never there. 

 

You're going to need to farm the dungeon for them.

i mean the black horns ,not the one from infernal set, , the once from silverfrost mountains, it says that you can get it from the achievement vendor though

Yes, you can get them from the achievement vendor.

You're thinking about the outfit, the horns are available via Vendor and Cape is available via SSP vendor.

Just find the vendor in Zaiwei around the center of the merchant's square and see what she's got.
