Gathering bug?

I am trying to collect Mottled Cerith under the bridge in Jadestone for Fish network starting product, but anytime I go I cant gather it. Its not active. I went there 3-4 times a day in last 4 days and its never active.

Is it bugged or respawn time takes weeks?

try quitting that gathering guild and re-join to see if the bug is solved?
