I made Lair of the Frozen Fang 25 times and did not drop any Python Bangle.
this dungeon have a problem?

Well, you have the possibility to drop a weapon chest or a weapon itself, and you have a chance of 11,11% of dropping it. So even if you would always drop one of them, you'd need 9 runs in average. 25 is already a bit unlucky, but not that much.

you got daily dash = get hongmoon key  = get the python weapon chest = you know what you need to do.
