Hit the Ground Running mission

hi guys

 

i took Hit the Ground Running long ago but i didnt finish it cus i didnt find Serpent Calling Bell , so i continued lvling til i reached lvl 50

 

now  i abandon it cus i thought there is a problem or a bug with that quest

 

but now i dont remember from where i took it 

 

any when know where is the npc that give the quest ?

 

i have to finish it to unlock wall dash quest cus i need that skill for Bladeshade Harbor

Just buy the bell and be done with it...its like,2 golds at worst

i bought it but the problem i abandon the quest and i want to get it again but i dont know where !!
