Will Scarlet Shade return at some point?

I did some searching around and I realized it just got removed a few months ago  :( And I just recently came back to the game in June AFTER the removal. I know it was one of the permanent costumes in the store before but I was wondering if it'll ever come back after being in the store for so long.
