Character Login Failure

Everytime i log in after I put my verification code in game the game sends me an error:

System err: 2000  character login failure

networker -132

WSALastErr  10060

[acpty]

Ncsoft say its ur isp but seem there something more complex, id recommend you to use  a ping-lower software so it can by-pass the problem, this problem is not under ncsoft control or atleast is what they say
