The answer pretty much depends on 2 things: PVP or PvE. But basically, all of WL HM skills is very useful, you may have to unlock all the HM skills to balance between PVP and PvE.

For PvE depending on the build you choose, you'll want your dragoncall/dragonhelix HM skill first (Dragoncall vol 2 book), and dimensional volley (Essential for shadow build only, ease of life for ice); The rest are more or less ease of life, or pvp. 
After these skills, you want to get your primal force (Shadow build), or magnum (Ice build) soul badges as soon as possible to optimize your rotation, and your RMB mystic badges for maximizing your damage.

I'll tell you now that shadow build will give you a very tough time without HM 4, HM rmb, and soul badge. Ice however can survive on just HM 4 and good crit rate alone.

Hi, dont make a warlock and dont lose your time this class is useless in anyway atm, dont listen to other player they play force master or blade master (warlock main here)

Once you get those done, the unlocked skill for sanctum is handy for disabling autotargeting. Which is great against range classes like other wls or fms.
