Cannot reinstall blade and soul

I recently tried to launch BnS and the game wouldn't open. I tried uninstalling the game and reintalling but the game would not uninstall. I tried manualy removing every part of the game and then reinstalling it but the installer keeps giving me an error whenever I try to install it. In "programs and features" I can see a service called Blade and soul that takes up 156 MBs of storage that gives me an "1828 Failed to complete installation" when I try to uninstall it.

How could I remove the game completely and how can I install it again?
