Not geting hongmoon weapon (resolved)

I'm not getting a hongmoon weapon after I finish the quest Dodan the hero. It doesn't work for any of the classes for me. Changing servers does nothing. So I'm stuck with a crappy weapon still.

I have the same problem when I create new character. But most important, I can't upgrade my current weapon, only salvage it at my old character! That's kinda annoying!
