They will take very long to fill the ultimate bar, and the match will end before you can even fill it  up.

 

However, it will be filled if you're in a stalling match, which is often against Sin or Summoner, and will be used as a punishment against stallers.

Well assassin can just pop out and trigger those charge skills and then back to stealth before the opponent can use theirs.
