Baleful Vs Seraph?

I keep hearing baleful is better than seraph but I'm curious as to what the actual difference is. As far as I can tell the stats are the same but someone said something about baleful having some kind of bonus damage effect?

the difference is the skill bonus you will get and how the additional damage will proc.
Seraph will proc when you get hit and Baleful will proc when you hit.

Varies by class. Ultimately Baleful is better since it procs additional damage on attacking, while Seraph procs recovery on receiving a hit, and both reset cooldowns on 10 stacks (most of the time you will die before Seraph 10 stacks can proc, and in PvE you should never be getting hit anyway).
