can WL use time distortion and soulburn?

there is this video i watch in youtube,where this WL's thrall has a red circle which i think is time distortion, but then he  can use soulburn as well? i thought these 2 skills are from different tier and you can only choose 1 out of the 2? can someone explain this to me?

the red circle is an attack buff that the thrall casts passively. time distortion looks like a big golden clock around the thrall.
