Of course, Five-Point-Strike and Cyclone are enough to build and sustain aggro but the additional aggro skills we get is a huge plus and it definitely makes it easier to tank even if most of the other party members have 100+ more ap.

And about DPS, we will see today which classes are actually top DPS right now. Lets see if you will still think Summoner has low damage ;).

Then just don't take restraint grab in PvP and you keep your 18 sec CD.
