Lag spikes and rubber banding

every since the last update we had i have been having problems where when i try and run i get a few steps and it stops running and pushes me back to where i started running which is the rubber banding i refer to.  Also i have been having major lag spikes which will freeze me for a few seconds and this should not be happening i know its not my internet because i never had this problem before the update here is a look at my ping up and down speeds as proof its not my net connection.  http://www.speedtest.net/my-result/5569121133
