the item breeze bracelet says acquired in: soulstone plains. But where this place exactly? Can anyone say?

You can buy it from the faction merchant in Soulstone Plains or achievement merchant. It'll cost 100 faction insignia and you'll need to unlock the achievement "Omen of War". Supposedly every source for the other breeze accessories also have a chance to drop the bracelet. Which are killing mobs and bosses in Grand Harvest Square, Plog Sanctum and Beastbog.
