Heaven's Mandate

So I just reached LVL50 HM2 and decided to do heaven's mandate because I want to farm for the outfit, but after completing it once, I was locked out of the dungeon saying "Please check to see whether your party members meet the requirements. I've done the main quest and have already completed the dungeon once. Can I only do the dungeon once per day or am I doing something wrong? Any advice would be great! 

 

EDIT: I also have the Ivory Dragon Scale ready to use.

Dungeon is once a day. You can reset it using the Heaven's Mandate reset from the cash shop.
