I was wondering which path is better for summoner on the long/short term and why? and regarding the effect on the baleful staff, does it only increase the dmg of sunflower and bees as well or just sunflower?

Just the Sunflower not Rumblebees

 

currently Baleful is more beneficial than Seraph but when the new patch comes with the KR skills changes then mostly Seraph will be better due to the nerf to Sunflower

 

Edit: the benefit on Baleful currently is on attack proc chance to get 30 second timer which stacks 10 times and increases the crit damage on 10 stacks it will cause a new timer to be applied which upon timing out will reset all cool downs of timed skills

I believe baleful is the best way to go because it is DPS focused. 

You have your cat so why go for the sustain?

 

About the damage increase:

Being a FM I know that true scorpio would increase my Inferno spell but Baleful bangle doesn't.

I recommend you to read read the weapon description.

Baleful, even after the KR skill changes, because summoner has a lot of utilities to regain focus back easily so the so called "nerf" to sunflower wont be noticable at all.

Actually the damage increase is on Sunflower or Rumblebees for Baleful depending on which skills you have equip. The description will change when you change your skills, so Baleful is useful even after the KR skills changes
