Cannot send in support ticket

So I am trying to send in a ticket and it keeps erroring before I even get to the screen to write the ticket. How to fix this?
 

Keeps saying try a again in a few minutes but Its been like this for the past like 30minutes... I've tried closing it reopening the tab. Tried loging out loging in. Not sure what else to try?
