Baleful bracer or Seraph bracer?

Which bracer should I go for? Baleful gives us more dps on our main attack (right punch/cobalt punch) although seraph gives us 10% cooldown reduction on focus chi (instantly gives us chi mastery 5+ 20% crit chance+dmg). Both sound great but I still don't know what I should go for , any thoughts? Thanks.

Most people in my server went actually 99% of the SFs went baleful. I was the rebel and went Seraph. Currently ranked six in infinity tower. Anyway back on topic here.  If you want go seraph for pvp.  If you want to pve baleful is better, but i believe seraph is better later ranks
