Yes. And skills that hit from behind have a chance, or while you're under cc.

and skills that come from whatever else fuc*ing direction coz it's a bugged thing since forever in all regions 

 

don't ever count on agility anywhere except PVE , with the exclusion of red attacks, and attacks that have cc attacked to the hit ( hit will be evaded 9 out of 10 times, cc won't always be )

I could have sworn Agility increases your evasion BY 100% not TO 100%.  Meaning, if you have 1000 evasion then get the agility buff, you would have 2000 evasion.  So unless your evasion is 50%, I don't think agility can give you 100% evade.

That is maybe ambiguous of the description, but from 2 years of experience I can confirm that it's 100% evasion, not a doubling of your evasion stat, except for the exceptions mentioned above.

 

This is different from the defense buff you get from a successful counter, which indeed doubles our defense stat and thus suffers from diminishing returns.

 

It is equivalent to the 50% evasion effect assassins get in stealth, only better.
