Is there a way to make all your keys appear on the screen?

I don't really know what to call it, but it's like when I play my summoner all my keys are displayed on the screen even if they're unusable they'll just be greyed out or it'll show it on cool down with the number ticking down. But for my assassin, tab isn't even on the screen unless I'm targeting a mob and when I'm targeting a mob, it'll then display tab and show me if its on cool down or not >.>. For my fm, zxcv don't appear at all unless I'm attacking a mob. I don't know. It just kind of irritates me that I won't be able to tell if stuff is on cool down unless I'm in constant combat. So yeah, is there a way to make these things stay on the screen forever? :l

It's by design, really. Tab and F are called 'situational' skills or something. I don't know anything about Sin, but for FM zxcv only show up during combat because you have to be in one of the element modes to use them, which you aren't if you're out of combat.
