Enemy reheals himself for no reason

I'm lv49 warlock currently playing in silverfrost mountains ending areas and i happen to encounter a bug of some sort where mob reheals himself and de-aggros me even though i bursted almost all his hp. If i want to kill him i need to get closer and not use any evade, dodge skills backward or shackle, knockdown because he will come back to his normal stage with full hp. This bug applies to pretty much all enemy in shiverstone range, frostcale basin. thx for your time

This happens if you shackle enemy that wants to approach you and if it's outside range it will automaticly just de-aggro you and go back to state before being attacked. Happened to me many times but i found out what caused it still grinds my gears today sometimes
