FPS drops and micro screen freezing + strange lags

Hi,

 

So i got PC spec like this :

• i5 6600k 4,4Ghz
• Motherboard
  Msi z170A Gaming M3
• RAM
  16 GB of ddr 4 2800MHz lpx from corsair
• GPU
  Gigabyte G1 Gaming GTX 980
• Case
  NZXT H440 Black/Blue
• Storage
  Samsung 850 Evo 250 GB, HDD 500GB WD
• PSU
  EVGA 750 W GOLD G2
• Cooling
  Dark Rock 3 from BQ
• Operating System
  Windows 8.1

And got a lot of fps drops and micro freezes (freeze for 1 sec or little less than that) and kind of lags (especially when i want to re-enter stealth by pressing double S and 1, yea i am a sin),

 

Anyone can help with that? There is no internet problem cuz i got stable 95-ish mb downland and 16 upload .
