You get to fight Jinsoyun

For future reference, you can get them via the Faded Scales that drop from bosses and some mobs in Zaiwei Ruins (the newest 24-man at the time of this post). Get 10 of them and right-click them to get an Ivory Dragon Scale.

 

Take note ONLY Heaven's Mandate daily dungeon that requires this. It isn't necessary for the story quest fight.
