Undying threat Mission? Confused...

I am on the undying threat mission it was after chapter 38 i think of act 4 and is says to "speak with militiaman jinno at the main courtyard of the palace district." But i cant seem to find him/her anywhere.

Yeah from what i understand it's the next arc in the quest line. I hate how it sits there saying I can complete it and nothing..
