Absorb Chi #4 during Phantom Grip question

I know in the description it doesn't say but does Absorb Chi drain chi from the opponent?

"Absorb Chi" (4)- does not drain chi from your opponent, and can not be counterd with the reversal move on most melee characters.

 

However "Drain" (3)- will drain 60%-80% of your opponents Chi depending on how many points you spec into it, and if the opponent is expecting it can be counterd with the reversal move.
