 When should I use element of training? It says that are for weapons that require level 1-36. I have the true infernal bangle that requieres level 36. Should I use it now?

YES~ because the next upgrade when your weapon change the level requirement, you won't be able to use it. You can check the next weapon level requirement by looking @ the preview tab in the Manage Equipement. If your next one is still 36, you are good, but if it change to 45, then gotta use them stones :)
