Baleful or Seraph? Also will wind build be better in future than lightning?

I love lightning build but wonder if in future patches the wind build will be better, that way I know which legendary to choose.

I'm not sure what you mean by "in the future". We already have all the skill changes that the rest of the regions have. They may change it in the future, but there's no way for us to predict that.

 

Something that may be worth mentioning is that the HM skill for Flaming Scourge HM skill, according to BnSTree, "Increases the efficiency of lightning damage gear by 40% and then increases it by 100". I haven't played very far in other regions so I don't know much about elemental gear, but as far as skills go, this would probably be the only thing left (that we don't have) that might affect a decision about lightning vs wind build.

now with hm10 you can have both builds at once, the only  thing to switch is focus, which for bosses is better lightning in most cases and for groups of mobs wind.
