BD Storm Cleave not working

When I activate Flaming Scourge+Storm Cleave, my lightning orbs don't generate. When I use Flaming Scourge+Lightning Draw, the orbs DO generate and I can spam F. Has anyone else had this glitch? I already opened and ticket and NCsoft basically told me to try the forums. I did a file repair and it still doesn't work

Did you check to make sure that you're using the lightning focus skill and not the wind focus?  It should be under the "none" section in the skill tree.
