Does the Legendary bonus's Affect PvP?

I've noticed a Weapon Choice of the legendaries, one actually Decreases the CD of Life leach, Afaik, half the problem in pvp is the CD Lengths the class cxurrently suffers, So I'm curious would the CD Decrease actually still be in effect in Arena 1v1?... and if so would it be actually improving the Quality of Life in PvP for a Warlock?

Gear is equalised in arena, so you dont get to choose a legendary weapon and thus any effect it has does not work in arena 1v1 or 3v3, it will work in open world PVP and non equalised gear battlegrounds like Whirlwind Valley.
