When to use quell?

I've noticed that quite a lot of classes have cc abilities that always go through quell (like sins can stun you out of it very often), so I wondered if it was worth using at all against certain classes.

 

Should I put points into 1 s resist quell?

 

And anyways what are those moments when it's really good to use it,  with explanation please?

If you are talking about pvp I couldn't tell you as I'm not very good. However In pve its another iframe for you in a class very starved in iframes so I would always recommend the 1s resist there.

 

Moments to use it would be yeti vs 5-6 cold waves. If you have something you need to iframe and want to stay stationary, but not waste your z. If you don't want to delay a mob's abilities, and you are close enough that an ss would snare it.
