"Letter from Soulstone Cutter Gibong"

This item has been stuck in my inventory for the last 5-6 levels or so. I'm pretty sure I'm past the point in the questline that needs this item, why was it not consumed when I finished the story quest?

Anyone even know what quest this item is for?

Check your quest list to see which quest it is and what it needs in order to be finished by checking it from journal (J). It might not be a quest item for main story line and should be still showing on the list. I am not 100 % sure what it might do but sometimes the mobs drop a quest letter for another area.

Try checking Greenhollow Village or Brightstone Village in Moonwater. If I recall that specific quest item is from an NPC in Brightstone and you give it to someone in Greenhollow.
