E02016 -Please Help!

(My antivirus is turned off during all of this btw.)

I've tried all of the ways online that I can find.

I've tried reinstalling it.

I've tried Removing the file thats corrupted in the /bns/cookedPC. Another error came up and this time it's not in there even.

I've tried reinstalling the ncsoft client alone.

The only thing I can think of is I maybe changed a file a long time ago and now it's just permanently like that but I reinstalled so that shouldn't matter.

I think the only thing I haven't tried is simply restoring my PC which I really do not want to do lol.

The only thing I can think of is that maybe you should try clearing cache from temp files because it looks like some update file is corrupted somewhere on the disc. And if that doesn't help, maybe try clean reinstall of the game (and launcher), with removing the folders NCSOFT leaves on after uninstall and cleaning registry.
