Hongmoon Black feather

So recently I've noticed the red dot on the hongmoon black feather disappeared. On my friends side he can see the red dot and he can see his own. I can see it glowing whenever I'm on the character selection page and cross-server during the phase where you select the dungeon. It's only whenever I'm outside of these places is where it doesn't glow anymore. Why is that? Am I the only one experiencing this?
