So there are Dragon Traders that sells "Designs" Items for Naryu Silver.  I tried Google, but they lead me to pages that are currently down.  What do they do exactly?  Hovering over the icon does not explain anything about them.

It's for clan uniform design. You need at least a rank 5 clan to make the uniform, rank 10 to make the head piece and rank 15 to make the adornment. If you do have a rank 5 clan and have the permission to design clan uniforms, you can preview all the designs at the clan overseer npc.
