I started getting these too the other day. I know when it started too. Happen to go to Blackram Narrows the other night on an alt using the cross-server dungeon finder and somehow a bot ended up in our group and ever since then I've been getting these.

I was on vacation for 8 days 2 weeks ago and had like 40 these requests. Idk how did they get my ign when i use shout/group type chats very rarely. Usually i have 2 - 4 every day Q_q

just accept all of those requests, block all of their characters afterwards and then leave them in your friendlist. that way they can not send new requests and they can not spam you with messages... thats what i did

I've never had any on my main which I created back during early access but I've had them on my alts as well as those annoying whispers. It seems like you get added to some "list" if you make a new character and they spot it, but if you have an old character you get left alone. Or maybe I'm wrong and it's just completely random who they target.

This is pretty old, they can add you in game through forum. So even if you block them they'll be able to resend a friend request. That why I use a different email for forum and ingame. GL with the spam.
