Ncoin Delay?

Just order Ncoin; not get where they be and no i could not find an up to date thread on dis.
 

At first i try to order through paypal; it not work
Waited a little; it worked for 400
But i have 10$ floating around somewhere
When i tried to order by way of regular card

 

Does regular card take longer or...

But i have 400ncoins but not 1000 i ordered earlier.
