Unchained Leveling Challenge outfit

I was wondering if we get the Temptation outfit if we get the lvl 45 or do we get a chance to get the outfit? Because I saw this line and I quote;

"Any character that is level 10 or under when Unchained releases on March 2 (or any any new character made after March 2), and that reaches level 45 before maintenance on March 23, will receive an upgrade bundle and first chance at the Temptation costume"

The key word being CHANCE so we might get the costume? So I created a warlock and got from 1 to 45 in 3 days just for a chance of getting the costume?

And if so will I receive another reward if I manage to get a second character to 45 before it?
