I can't turn in In Her Memory: part I on one of my charaters

I got all three resins and it said to go talk to the guy at the entrance, so I went there but the guy didn't have the prompt over his head. When I talk to him I can't turn in the quest. I think whatever I did triped the flag that said I had all three resins, but not the flag that lets me turn them in to the guy.
