Description isn't clear or i am dumb?

Not to sound dumb or anything, im currently level 26 warlock and still have no idea what "Target for 2 seconds" or "Casts instantly Target Location means".... im still trying to get my corrupted Razor. and meanwhile been reading stuff and i still dont get it. can anyone enlighten me?

first should be "mark target or brand target" the second means just that you hit the target you are ....ehm ....targeting.....yeah NCSoft logic.

That i got so far. but still its not being instantly cast at all.

You can apply 2 different debuffs as a Warlock. One is Brand and the other is "Target", which I'm guessing is supposed to be named something else. When a skill says it will cast instantly on "target location" it means it casts instantly on an enemy marked with the "target" debuff.
