Is the free character slot only available for the month just to try the new Warlock class?

Yes.  View details on the store page for that item.  It's only available for 30 days I think, and can only be claimed once per account.

 I think what you mean is it permanent, yes it is, but you can only claim it for this month. once you have it you keep it.
