Does Warlocks pet have a skillbar?

Because  the orb skill is under the Thralls tab yet when ever i summon him i don't see a skill bar

the thrall does not have a skill bar, you can use Q and E to postion him at the boss or back to you and also tab for his soulburn/ other tab skills

Well, i used tab after summoning him and nothing happened how do you use the 
Orb skill o.o Nether Pulse

You don't. Thrall uses its skills automatically. You can only control it by Q/E combination with addition to Tab skill (available once you hit lvl 45).
