Questions about Server transfer..

Hello,I'm a player from a german server who's character got max crafting(moonstones) etc..But i would like to make a new char on an EN server,since they are more populated.Now the questions: 

1.Can i trade moonwater  stones & other items from german server char to english server char via ingame mail?(and do i need premium membership for that?)

2.Any news/infos regarding Server Transfer item implementation?

You can via mail with premium, but only if your alt is on the german server as well. Can't mail other servers.
