What on earth did you do to my framerate?!

After today's update my FPS sits between 5-10 in Hogshead Hamlet.

This is on all resolutions with settings on anywhere from minimum to maximum. No single setting or group of settings affect this.

Normally my FPS meter sits between 40-60 with maximum everything, except motion blur because I hate that, and my resolution is 3840x2400 (using Dynamic Super Resolution).
When things get busy I just check Optimise for Combat and boom solid 60 FPS all day long.

Now it's unplayable. What gives?
