fps, crash issues with faction npcs misty woods

Whenever i get near those npc's i experience a lower fps, which might be caused by people farming around, or it might not, not sure. But what is more disturbing whenever i talk to 2 of the faction quest npcs, 1st and 3rd from the left by display driver stopps working and my game freezes. Does anyone experience something similar?
