Purchasing NCoins

I'm confused, one admin said

 

"this is on ur first payment you wont have to wait on any purchases afterwards"

 

however two purchases.. 2nd has been held for 7 hours now.

 

another said "report it via ticket if its taking longer then 15mins"

 

I did I got a automatic response saying to let it wait 12hours before reporting the problem.

 

so what is exactly true...
