Help with faction weapons.

I am at the Scorching Sands and its the area where Cerulean is fighting the Crimson Legion. I see if you get enough of the special enemies insignias you can get 2 weapons and 2 rings... What exactly are these for? Do you evolve them like your hongmoon weapons? If so are they any better or are they just pvp related?
